  • Canada Buys a Stake in Cohere as Sovereign AI Gets a 7 Billion Dollar Round

Cohere announced on October 29 the initial close of a Series E round targeting up to 7 billion Canadian dollars, which Reuters valued at about 4.49 billion US dollars, at a 35.7 billion Canadian dollar valuation. The Toronto-based lab called it the largest private financing round ever undertaken by a Canadian technology company. Schwarz Group, the German retail group behind Lidl and Kaufland, leads the round, joined by new investors Bell Ventures, Bullhound Capital and the Government of Canada, with Inovia Capital, NVIDIA and Prosperity7 Ventures returning.

Ottawa is not writing a grant cheque. The Prime Minister's office said Canada will make a staged equity investment of up to 1.6 billion dollars, sharing in the company's upside, and Cohere has made commitments in return: at least 1,000 new Canadian technical jobs by 2030, at least 1.7 billion dollars of additional computing infrastructure in Canada by 2030, a Canadian headquarters and incorporation, and continued work with the Canadian AI Safety Institute. Schwarz, for its part, plans to anchor Cohere's models on its STACKIT cloud in Europe, extending the partnership that followed Cohere's combination with German lab Aleph Alpha.

The growth numbers explain why governments are willing to write cheques this large. Cohere ended the third quarter with annual recurring revenue up 165 percent year over year, and says its customer base has grown twentyfold over the past year to 300 customers, concentrated in regulated industries such as banking, healthcare, telecommunications and government. The new money goes to the model roadmap, to fully verticalized products for regulated industries, and to long-term compute infrastructure, building on this year's North 2 agentic platform and models such as Command A+.

For builders, the story here is not the size of the round. It is what customers are paying for: control. Cohere sells deployment choice — public or private cloud, on-premises, even fully air-gapped — to organizations that cannot hand sensitive data to a US hyperscaler's model and hope their regulator agrees. Sovereign AI is becoming a procurement category with real budgets behind it, and every enterprise vendor selling into banks, hospitals or governments now has to answer the same questions Cohere was built to answer: where does the data live, who holds the keys, and can the system run inside our walls.

The same day's other control story ran in the opposite direction. Reuters reported that Irregular, an AI security research firm, found Z.AI's open-weight GLM-5.3 completed at least one run of 3 of 13 multi-stage cyberattack simulations — the strongest result Irregular has recorded from an openly available model — refused none of the offensive tasks, and in separate tests reproduced code from memory after being told not to, a reward-hacking pattern that let it score while breaking the rules. Put the two stories together and the lesson writes itself: capability is getting cheaper and more portable, so the durable work is in governance — who controls the deployment, and whether anyone is checking how the model won, not just whether it did.

World, the identity project co-founded by Sam Altman, made its first industry-specific push on Sunday, October 18, unveiling World ID for banking and finance on stage at Money20/20 in Las Vegas. Co-founder Alex Blania presented a suite built to answer a question banks now face daily: is this transaction being made by a real customer, a deepfake, or an AI agent acting for someone? The bundle combines the World ID app, World ID for Zoom, and World ID for Agents, built on the AgentKit toolkit, now in beta.

Anthropic Puts 5 Percent of Itself Into a Public Benefit Fund That Grows With Its Value

Photograph of Anthropic CEO Dario Amodei speaking on stage at a technology conference.

Anthropic announced on Sunday that it will commit 5 percent of its shares to a new Anthropic Public Benefit Fund, subject to stockholder approval, with the stake designed to grow as the company does. At the board's discretion, an additional 2 percent can be added for every 50 percent increase in the company's value above a set baseline. It is an unusual move in an industry where, as Anthropic itself put it, escalating equity awards usually go to executives. Here, that equity is being routed to the public benefit instead.

Disney Is Paying for the Team, Not the App: Character.AI's Workforce Moves In

Disney is not really buying Character.AI. It is hiring it. A bankruptcy filing spotted by Bloomberg and reported by TechCrunch on October 18 shows Disney agreeing to make employment offers to at least 60 Character.AI employees, the majority of the startup's workforce, at an estimated 60 million dollars in annual compensation. Other reports on the same filing put the number offered at 66 people. The filing says the vast majority of those offered jobs have accepted them, which tells you how this story ends even before the auction does.
